Uganda Police Force (UPF)

Project title: Enhancing police accountability and human rights observance

Approved PE N° 1: 29th August 2011 to 28th February 2013

Amount: UGX 1,628,508,762

The Uganda Police Force (UPF) is one of the Government beneficiary institutions identified in the Programme’s Financing Agreement No. UG/FED/2008/020-145 whose interventions are aimed at achieving increased human rights observance in Law and Order institutions.

The overall UPF Project Objective is to contribute to democratic accountability and human rights observance within the Uganda Police Force as a foundation for good governance in Uganda.

The purpose of the Project is to promote professional policing and community involvement in delivery of police services.

Project results

The Project aims to achieve the following results;

  • Framework for community involvement in policing enhanced.
  • Victims and crimes against women, children and vulnerable groups professionally handled by the Child and Family Protection Unit of UPF.
  • Enhanced accountability by Uganda Police Force.
  • Improved law enforcement and human rights observance by the Uganda Police Force.
  • Programme implementation and monitoring effectively undertaken.

Beneficiaries and coverage:

The 10th EDF UPF Project supports the Child and Family Protection Department, Professional Standards Unit and Complaints Desk, Community Affairs Department, Human Resource Development and the Criminal Investigations Directorate.

The Project area covers seven (7) regions of Masaka, Kampala Metropolitan, Jinja, Arua, Gulu, Mbarara and Mbale.
